Pre-Forum of the 5th Governor's Forum 2025
Emerging Trends and Policy Implications

In a joint project, the Bonn International Center for Conflict Studies (bicc) together with the United Nations Department of Peace Operations (DPO) and the African Union (AU) support the development of regional approaches to dealing with armed groups in the Sahel. The project examines, not only, existing approaches – military and non- military -, but also collects new data through field research on regional conflict dynamics together with research partners in Cameroon, Chad, and Nigeria. The project has gathered local perspectives on the various military and non-military approaches taken to armed groups in the Lake Chad Basin with important insights for policy. The joint project is funded by the German Federal Foreign Office and closely partners with the Lake Chad Basin Commission (LCBC).
At this pre-forum event the project team warmly invites you to discuss the research findings, prominently figuring local perspectives and emanating policy recommendations. The intention is to increase the integration of local perspectives into policies and operations addressing armed groups in the LCB and to support the empirical evidence of these policies. Besides the critical reflection on the research findings the event organizers want to jointly examine with the event participants how new trends and leverage points for change which are reflected in the research could be channeled into policy making. These joint deliberations will be summarized in an outcome document which will be submitted to the Governors during the Forum.
