Training \ “Executive Level Course on Weapons and Ammunition Management”

In close cooperation with the Verification Center of the German Armed Forces (ZVBw) BICC conducted the two-week Executive Level Course on Weapons and Ammunition Management for 21 high-ranking participants deriving from military, police as well as important regional organizations such as the African Union (AU), the Economic Community of West African States (ECOWAS), IGAD (Intergovernmental Authority on Development), EASF (East Africa Standby Force) and the Regional Center on Small Arms (RECSA) among others from a total of 16 different African countries.

The course took place in Berlin (12-16 November) and Geilenkirchen (17-22 November). It was dedicated to the institutional, political and strategic, as well as technical dimensions of Weapons and Ammunition Management (WAM) and Physical Security and Stockpile Management (PSSM) in a wider small arms and light weapons (SALW) control context.
In Berlin the participants were given an insight into the parliamentary control of the German Armed Forces, German arms export policy, PSSM in context, arms law for police and civilians and were introduced to the political strategies of the German Federal Foreign Office and the German Ministry of Defence. In Geilenkirchen, the participants deepened their technical knowledge on safe storage and stockpile management of weapons and ammunition through theoretical modules on international standards such as the IATG and MOSAIC alongside exercises. The training was generously funded by the German Federal Foreign Office as part of the project “Capacity Development and Advice on SALW Control in Africa” (2018-2020).
