A large-scale offensive by the Syrian regime and Russia on the governorate in North West Syria would have threatened the lives and livelihoods of close to 3 million persons. This Policy Brief by Dr. Esther Meininghaus (BICC) and Michael Kühn (Welthungerhilfe) analyses humanitarian access restraints in Syria, describes challenges for humanitarian aid delivery and lines out trends that must be considered with utmost caution when debating future, humanitarian as well as non-humanitarian aid deliveries. It concludes with five concrete policy recommendations.
