BICC brief 20 “Wag the Dog” is about the creation of the Albanian Kosovo Liberation Army (KLA) in the 1990s as well as the dissolution of the guerilla force after the establishment of a protectorate under the aegis of the United Nations and NATO in Summer 1999.
More than two years later, this is still a high-interest topic even though, or maybe just because, the strategic parameters on the Balkans have shifted with the fall of the Milosevic-Regime in Belgrade.
