Philip Rush
Professional Career
Philip Rush studied Political Science at California State University San Marcos (CSUSM) and graduated with a Bachelor of Arts (BA) in 2001. He completed a Master of Arts (MA) in International Policy Studies at the Monterey Institute of International Studies (MIIS) in 2008.
Between 1995 and 2001, Philip Rush served as a Light Armored Reconnaissance (LAR) infantryman in the United States Marine Corps Reserves (USMCR). From 1998 to 2001, he worked as a congressional liaison and field representative for elected officials in the US Congress and California State Assembly. Having successfully completed his first service as a Peace Corps Volunteer from 2003 to 2005, he came to BICC to focus on the security–development nexus while studying for his Master’s degree. During his time with BICC, he conducted extensive field research and co-authored a report on services, return and security in Southern Sudan. In 2008 and 2009, Philip worked at the Naval Post-Graduate School (NPS) in Monterey, CA, as Operations Officer and Lecturer with the Regional Security Education Program (RSEP). More recently, Philip served as Program Analyst for the Defense Institution Reform Initiative (DIRI), where he helped develop analytical tools used to measure program impact on ministerial level defense institution-building projects, and helped draft the Liberian National Defense Strategy. Outside of his time with DIRI, he also consulted with Saferworld to conduct a broad assessment of civilian disarmament in Southern Sudan.
