Event Peace Report 2021 \ Europe can do more—Also in conflicts in eastern Europe?
Globally, the conflict situation remains at a high level, and Europe is no exception. Nagorno-Karabakh and Donbas represent de facto regimes where violence has recently escalated or is always threatening to escalate. How can negotiation processes be strengthened? How can the German government and the European Union improve their early warning systems to better assess the potential for escalation?
Among other things, the Peace Report 2021 suggests that the European Union should explore possibilities for cooperation between the OSCE and the Russian mission in Nagorno-Karabakh, including internationalisation of control over the Lachin Corridor and the checkpoints to Azerbaijan. In the case of Ukraine, it recommends appointing a special envoy for Ukraine to effectively coordinate European action and to counterbalance Russia in negotiations on Donbas.
