Exit programmes differ in their approaches depending on who is running them and who their target groups are. This BICC Working Paper develops an analytical framework to compare the different programmes, based on both a comprehensive literature review and interviews with practitioners. It takes into account the methodology used, the respective risk assessment, the dimensions, criteria for success and objectives of the work. 
The study applies this analytical framework to all seven exit programmes (three state-run and four run by civil society) in Germany’s most populated federal state, North Rhine-Westphalia (NRW). Three programmes deal with Islamism, three with right-wing extremism and one with left-wing extremism and extremism related to foreign countries. The Paper investigates the most important differences in the approach of state-run and civil society programmes on the one hand and those against Islamism and right-wing extremism on the other. From this, the author develops recommendations for where these programmes can learn from each other’s experiences.
