Research Profile


Inna has always been interested in promoting equality, peace and justice, especially for underrepresented groups. An ethnic minority herself, she considers it her mission to make the voices of the least represented groups heard, listened to and considered, with the goal of making them part of the democratic decision-making process. Her professional experience in both public and non-governmental sectors—parliamentary structures, public administration, civil society and research—makes her believe in achieving a social contract based on mutual respect and democratic freedoms and values.

In the Re-Mig project at bicc, Inna focuses on the aspirations, strategies and practices of members of displaced minorities with regard to solutions to conflict-induced displacement.

Professional Career

Before joining the bicc team in 2024, Inna worked at the Institute for Strategic Initiatives from the Republic of Moldova, first as Executive Director for three years, later as an expert in good governance and public policy and currently as an Associate. She is an Associate Fellow at the Academy for International Affairs NRW. She has extensive experience in public policy development, civil society cooperation, capacity building, monitoring and evaluation of public policies, strategic planning, research and advocacy activities. As a civil society activist, she co-hosted a weekly TV talk show analysing policy reforms and promoting social cohesion.
Prior to this, Inna spent ten years in politics as a member of parliament. At various stages of her parliamentary activity, Inna was vice-chair of the European Union–Moldova Parliamentary Cooperation Committee and a member of the Parliamentary Assembly of the Council of Europe. She participated in the European Union Visitors Programme designed for young leaders and opinion formers.
