Luuk’s expertise is in the area of institution-building in fragile states; in small arms & light weapons control, and in security sector reform. He retains an interest in issues related to international legal and political theory.

Professional Career

Luuk holds an LLM in Law and Politics of International Security from VU University Amsterdam, and an MA in Legal and Political Theory from University College London.
Luuk worked with the South Sudan Law Society, doing research on mineral extraction in South Sudan, land rights, and civil society legislation. He also worked with a local civil society organisation in Bukavu, Democratic Republic of the Congo, designing and executing trainings for staff officers and officers from the Congolese armed forces. Previously, he was a trainee at the Security Policy Division of the Netherlands Ministry of Foreign Affairs, focusing on arms export control.
From 2013 to 2015 he worked at BICC as a technical advisor.
